I positive they can capture images of a car driver to prove who was driving, but how do they do this with a motorcycle, where the helmet would incomprehensible one's face?

Or do they just assume it was the registered owner and fine them

Answer: Motorcycles no longer complete plates at the front so a photo taken to include the riders face is`nt going to be much use either.
