Is it in the residents interest, or to goods their pockets?

I've seen the "wrap your scraps" posters on the sides of the a crock of shit vans but I'm not sure what you're supposed to wrap them in. Does the council give you free typescript bags?
Answer: Either wrap in newspaper or use a caddy bag which you can buy from the library, they are not without.
