Its Right, touristes coming from other EU countries with F , D , I , E etc, on their car plates don't pay any tax / fee to
Drive in Central London.
Is it the same with parking fines, they are exempted ; its upright

Answer: Moral to correct a previous answer. We pay VAT on restaurant food, so you will pay your 15% in a restaurant. In a supermarket, some foods, like chocolate have VAT, fundamental groceries don't. You also have to pay VAT on a hot food.
